At stoplight, turn left onto Route 9. Follow to Route 8 (look for Bardane Country Market on the left). Turn right at stop light onto Route 8 (first entrance into Burr Industrial park), go one mile and look for Jefferson County Development Authority (JCDA) sign. Turn left towards Jefferson County Health Center. Look for second JCDA sign directing you to parking lot. From parking lot, enter double doors of Health Center building and take the hallway to the left. JCDA office is the first door on the left. Directions to Development Authority from Frederick, Maryland Take Route 340 South through Harpers Ferry, West Virginia towards Charles Town. Before entering Charles Town, turn right onto Route 9, a four-lane bypass, towards Martinsburg. The bypass will narrow to two lanes. At the intersection of Route 9 (Bardane Country Market on the right-hand side) and Route 8 (the second entrance into Burr Industrial Park), turn left at the stop light onto Route 8. Go one mile and look for Jefferson County Development Authority (JCDA) sign. Turn left towards Jefferson County Health Center. Look for second JCDA sign directing you to parking lot. Directions to Development Authority from Martinsburg Take I-81 towards Winchester. Get off I-81 at Route 45/Charles Town. Turn left at the stop sign at the end of the exit ramp. Keep going straight towards Charles Town which will turn into Route 9. Follow it through Kearneysville past North Jefferson Elementary School and Jefferson Orchards. Turn right at stop light onto Route 8 (first entrance into Burr Industrial park), go one mile and look for Jefferson County Development Authority (JCDA) sign. Turn left towards Jefferson County Health Center. Look for second JCDA sign directing you to parking lot. Directions to Development Authority from Dulles Airport Take the Greenway (Toll Road ­ Route 237) towards Leesburg. The last exit of the Greenway (exit 1A) will merge into Route 7 towards Winchester. Take Route 7 approximately 5 miles to Route 9. Take Route 9 towards Charles Town. Just outside of Charles Town, turn left onto the Route 9 bypass, towards Martinsburg.
